Experts and advocates watching PDPM unfold believe that the minimal changes in the recently released CMS proposed rule (CMS-1718-P) for Fiscal Year (FY) 2020 signals the overall satisfaction CMS has in the PDPM rollout on October 1, 2019. The proposed rule for 2020 Medicare reimbursement calls for a 2.5 percent payment rate increase for skilled nursing facilities (SNFs). While not a significant amount of money for a facility it will provide some financial help as facilities transition from RUGS to PDPM.

Inside the proposal, CMS also seeks to change the definition of group therapy when PDPM starts October 1st, another welcome step, according to resources with the American Health Care Association (AHCA). The new definition allows for 2 – 6 residents to form a “group” – giving therapists more leeway to provide the amount of care that would benefit an individual patient.
